East Sea  vs  Sea of Japan  

 International Hydrographic Organization(IHO)'s recent decision is at issue. IHO ,in charge of standardizing names of sea area , announced last month that IHO withdrew plans to have its 72 members states vote on weather to stop calling the body of water between korea and Japan by the name " Sea of Japan ".  Related to IHO 's sudden withdrawal, a strong suspicion is brought up that there was a crafty  Japanese lobbying. Moreover it is an unprecedented event in the context of international convention , IHO will be open to censure.

 In the meantime, South Korea and Japan are engaged in a fierce diplomatic tug-of-war over how the waters between Korea and Japan should be named with draft guidelines for the fourth edition of IHO 's publication "Limits of Oceans and Seas " ahead. "Limits of Oceans and Seas" is an authoritative international publication on oceanography, Cartographers worldwide have long accepted this book as the authoritative reference on maritime features. During the 1929 Monaco Conference of IHO ,  the preferential term for Japan was officially recognized and listed in the first edition of " Limits of Oceans and Seas " , which served as the standard reference for geographical features for decades to come. Cartographers thus followed its designation of the East Sea as the Sea of Japan.

 Korea has insisted that When International Hydrographic Conference was opened in 1919, Korea failed to attend the Conference because korea was annexed by Japan. So Korea could not submit any opinion to IHO. As a result, " East sea " have thus far been marked as " Sea of Japan " on every marine chart and relevant world maps including the book " Limits of Oceans and Seas". And they said " That's why there is no recent map of 392 maps studied by Japan in 2000 that described the sea using the name " East Sea ".(Japan investigated 392 maps that were available for purchase by anyone in 60 countries, in 2000)

 And from the 17th century to the mid 19th century, many ancient maps and hydrographic charts shows that " East Sea " or " Sea of Korea " was extensively used in both korea and Japan as well as in western countries, so Japanese assertion that "East Sea" was used domestically and there is no historical or geographical basis for the use of the name " East Sea " appears strained. In accordance with the general rule of international cartography that naming the sea is to call the name of the sea by naming the country located in the west of the particular sea ,  " East Seas "  
appears more persuasive than  " Sea of Japan " , which implies "Japanese ownership". "The East China Sea " and "  The Tasmanian Sea " are fine examples of this rule.


 Korean government has demanded that the sea should be renamed the "East Sea"  ever since they brought this issue to the attention of the world at the sixth U.N. Conference on the Standardization of Geographic Names (UNCSGN). And VANK (Voluntary Agency Network of Korea) has sent protest e-mails to many authoritative institutions and organizations like CIA , National Geographic , Lonely Planet , and ABOUT.COM asking that "East Sea"  should be used instead of "Sea of Japan" right away. Thus, National Geographic and other map makers have changed their maps as a result of the onslaught. But " Sea of Japan ", which was adopted by the Japanese colonialists , will likely remain because of the recent IHO 's decision by the crafty Japanese lobbying. IHO 's decision , which goes against the times , means that they lost authority as an International Organization , and IHO will be open to censure from the international community.
